Quantify missing observations across the frozen grid

For every cell-day in the frozen splits, record whether each input is observed, imputed, or absent, then summarize missingness by region, season, and label. Deliverable: A CSV with region, season, input, observed_fraction, and imputed_fraction, plus a comparison of missingness between fire and non-fire cell-days.
