For each frozen outage and load pair, solve for a dispatch meeting demand within the voltage and thermal limits, or report infeasibility together with the binding constraints. Deliverable: A CSV with outage, load_scenario, status, generator_setpoints, and binding_constraints, plus the solver and tolerance used.
