Flag direction conflicts and missing measurements

Compare the two datasets gene by gene and record whether the effect directions agree, whether the intervals overlap, and which genes are missing from either source. Deliverable: A reproducibility table with gene, direction_agreement, interval_overlap, and missing_in, plus a checker that recomputes each effect size from the raw values.
