Score the forecast against the last-quarter baseline

Predict the next-quarter resistance proportion for held-out hospitals only and require at least a 10% mean absolute error reduction against carrying the previous quarter forward. Report uncertainty and every unscored hospital-quarter. Deliverable: A scorer reporting both errors, the relative reduction, interval bounds, and a list of excluded hospital-quarters with reasons.
