Score the forecast model against the 15% target

Evaluate the candidate model on held-out patients only and require at least a 15% mean absolute error reduction against the task 2 baseline. Report every patient the model could not score and the reason. Deliverable: A scorer reporting both errors, the relative reduction, a per-fold breakdown, and an explicit failure list.
