Freeze the sensor dataset and the shaded-unshaded matching rule

Choose a public street-level temperature sensor dataset, record its version and period, and define how a shaded sensor is matched to an unshaded one by distance, surface, and elevation. Fix the time-of-day windows before analysis. Deliverable: A dataset manifest, a matched-pair list with pair_id and the matching values, and an exclusion log for unmatched sensors.
