Compute per-gene effects in two independent fibroblast datasets

Choose two public fibroblast expression datasets, record their accessions and versions, and compute the frozen effect size with uncertainty for each of the ten genes in each dataset. Mark genes a dataset does not measure instead of dropping them. Deliverable: A table with dataset, gene, effect_size, confidence_interval, sample_counts, and a measured flag.
