Build the seasonal baseline and its Brier score

Predict the 30-day below-20% probability from day-of-year climatology in the training period alone, then score it on the frozen test period. Report the Brier score and a reliability table. Deliverable: A baseline script and a CSV with date, predicted_probability, and observed_event, plus the overall Brier score.
